1. Acceptance of Terms
By registering for, accessing, or using M-SELEN mobile money services operated by Telekom Digital Limited ("TDL"), you agree to be bound by these Terms and Conditions. If you do not agree, you must not use the service.
M-SELEN services include all transactions conducted via USSD (*123#), the M-SELEN mobile application, the M-SELEN website, and through authorized M-SELEN agents.
2. Eligibility
- You must be at least 18 years of age, or 15 years with written parental/guardian consent.
- You must possess a valid Our Telekom SIM card registered in your name.
- You must provide valid identification as required under Central Bank of Solomon Islands KYC regulations.
- One individual may hold only one M-SELEN wallet.
3. Account Registration & Security
- You are responsible for all activities on your M-SELEN wallet.
- Your 4-digit PIN is personal and confidential. Never share it with anyone, including M-SELEN agents or staff.
- Report any unauthorized access immediately by calling 123.
- TDL reserves the right to suspend or close accounts suspected of fraudulent activity.
- Three consecutive incorrect PIN entries will temporarily lock your account for security purposes.
4. Services & Transactions
M-SELEN provides the following services (subject to availability):
- Cash deposit and withdrawal through authorized agents
- Person-to-person money transfers
- Mobile airtime top-up
- Bill payments (utilities, school fees, etc.)
- Merchant payments (QR code and merchant code)
- youSave deposit services
- Foreign remittance (send and receive)
- Balance enquiry and mini statements
TDL reserves the right to add, modify, suspend, or discontinue any service at any time with reasonable notice.
5. Transaction Responsibility
You are solely responsible for ensuring the accuracy of recipient details (mobile number, amount) before confirming any transaction with your PIN. Once a transaction is confirmed:
- It cannot be reversed without the consent of the recipient or a court order.
- TDL is not liable for losses resulting from incorrect information entered by you.
- Transactions are processed in real time and are typically completed within one minute.
6. Fees & Charges
- Service fees are charged per transaction and deducted directly from your wallet balance.
- Fee schedules are available at Our Telekom Phone Shops, through USSD, and on our website.
- TDL reserves the right to modify fees with prior notice to customers.
- Informational transactions (balance check, statement, PIN change) are free.
- Account opening and registration are free.
7. Transaction Limits
Transaction and balance limits apply to M-SELEN wallets as prescribed by the Central Bank of Solomon Islands. These limits may vary based on your KYC level. Current limits are communicated at registration and may be updated from time to time.
8. Prohibited Activities
You must not use M-SELEN for:
- Money laundering, terrorism financing, or any illegal activity
- Fraudulent transactions or impersonation
- Transactions involving proceeds of crime
- Operating an unauthorized agent or sub-agent service
- Circumventing transaction or balance limits
- Any activity that violates Solomon Islands law or CBSI regulations
Violation may result in immediate account suspension, forfeiture of funds, and reporting to relevant authorities.
9. Service Availability
While we strive for 24/7 availability, M-SELEN services may be temporarily unavailable due to system maintenance, network issues, or circumstances beyond our control. TDL is not liable for losses arising from service interruptions.
10. Account Dormancy & Closure
- Accounts inactive for 12 consecutive months may be classified as dormant.
- Dormant accounts may be subject to reactivation procedures.
- TDL may close accounts that remain dormant for extended periods in accordance with CBSI guidelines.
- You may request voluntary account closure at any time by contacting support.
- Outstanding balance at closure will be returned to you through an authorized channel.
11. Liability Limitations
- TDL is not liable for losses resulting from your failure to keep your PIN secure.
- TDL is not liable for losses due to incorrect recipient details entered by you.
- TDL is not liable for delays caused by third-party systems (banks, utility providers, etc.).
- Our maximum liability for any service failure shall not exceed the transaction amount in question.
12. Dispute Resolution
If you have a complaint or dispute regarding a transaction:
- Contact M-SELEN support on 123 or email info@mselen.com.sb within 30 days of the transaction.
- Provide your mobile number, transaction date, and a description of the issue.
- We will investigate and respond within 14 business days.
- If unresolved, disputes may be escalated to the Central Bank of Solomon Islands.
13. Intellectual Property
The M-SELEN brand, logo, mobile applications, and all related materials are the intellectual property of Telekom Digital Limited and Solomon Telekom Company Limited. Unauthorized use is prohibited.
14. Amendments
TDL reserves the right to amend these Terms and Conditions at any time. Material changes will be communicated via SMS or through our platforms. Continued use of M-SELEN after notification constitutes acceptance.
15. Governing Law
These Terms and Conditions are governed by the laws of Solomon Islands. Any disputes shall be subject to the jurisdiction of the courts of Solomon Islands.
